{"id":652,"date":"2011-02-05T12:29:46","date_gmt":"2011-02-05T12:29:46","guid":{"rendered":"http:\/\/www.saasoft.com\/blog\/?p=652"},"modified":"2011-02-05T12:29:46","modified_gmt":"2011-02-05T12:29:46","slug":"politics-policy-and-police","status":"publish","type":"post","link":"https:\/\/hcse.blog\/?p=652","title":{"rendered":"Politics, Policy and Police."},"content":{"rendered":"<p><a href=\"http:\/\/www.improvementscience.co.uk\/blog\/wp-content\/uploads\/2011\/02\/Minoan_Script.jpg\"><\/a><\/p>\n<p><a href=\"http:\/\/www.improvementscience.co.uk\/blog\/wp-content\/uploads\/2011\/02\/Minoan_Script1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-657\" title=\"Minoan_Script\" src=\"http:\/\/www.improvementscience.co.uk\/blog\/wp-content\/uploads\/2011\/02\/Minoan_Script1-216x300.jpg\" alt=\"\" width=\"216\" height=\"300\" srcset=\"https:\/\/hcse.blog\/wp-content\/uploads\/2011\/02\/Minoan_Script1-216x300.jpg 216w, https:\/\/hcse.blog\/wp-content\/uploads\/2011\/02\/Minoan_Script1.jpg 234w\" sizes=\"auto, (max-width: 216px) 100vw, 216px\" \/><\/a>I love words &#8211; they are\u00a0a window into the workings of\u00a0our caveman wetware.\u00a0Spoken and written language is the remarkably recent\u00a0innovation that opened the door to the development of civilisations because it\u00a0allowed individual knowledge to accumulate,\u00a0to be shared, to become collective and to span generations (the picture is 4000 year old Minoan script) .<\/p>\n<p>We are social animals and we have discovered\u00a0that our lives\u00a0are more\u00a0comfortable and more predictable if we arrange ourselves into collaborative\u00a0groups &#8211; families,\u00a0tribes and communities; and through our collaboration we have learned to tame our enironment enough to allow us to\u00a0settle in one place and to concentrate more time and effort on new learning. \u00a0The benefits\u00a0of this strategy comes at a price &#8211; because as the size of\u00a0our communities\u00a0grow we are forced\u00a0to\u00a0find new ways to make decisions that are in the best interests of everyone.\u00a0 And we need to find new ways to help ourselves\u00a0abide by those decisions as individuals without incurring the cost of enforcement.\u00a0 The word &#8220;civis&#8221; means a person who shares the\u00a0privileges and the duties of the community in which\u00a0they live.\u00a0 And size matters &#8211; hamlets,\u00a0villages and\u00a0towns\u00a0developed along with our ability to behave in a &#8220;civilised&#8221; way. Eventually\u00a0cities appeared around 6000 years ago &#8211; and the\u00a0Greek word for a city is &#8220;polis&#8221;.\u00a0\u00a0The bigger the\u00a0city\u00a0the\u00a0greater the capacity to support\u00a0learning and he specialistion\u00a0of individual knowledge, skills and\u00a0experience. This in turn\u00a0fuels the growth of the group and the development of specialised groups &#8211; tribes within tribes. A positive feedback loop is created that drives bigger-and-bigger settlements and more and more knowledge. Until &#8230;\u00a0we forget what it is that underpins the whole design &#8211; civilised behaviour.\u00a0 While our knowkedge has evolved at\u00a0an accelerating pace our caveman brains have not kept up &#8211; and this is\u00a0where the three &#8220;Poli&#8221; words come in &#8211; they all derive from the same root &#8220;polis&#8221;\u00a0and they describe a process:<\/p>\n<p>1. Politic\u00a0 is the method by which the collective decisions are generated.<br \/>\n2. Policy is the\u00a0method by which the\u00a0Political decisions\u00a0are communicated.<br \/>\n3.\u00a0Police is the method\u00a0by which the\u00a0System of Policies\u00a0are implemented.<\/p>\n<p>The problem arises when the growth of knowledge\u00a0and the\u00a0inevitable changes that result starts to challenge the\u00a0current Politic+Policy+Police\u00a0Paradigm that created the context for the change to happen.\u00a0 The Polices are continulally evolving &#8211; as evidenced by the continuous process of legislation. The\u00a0Paradigm\u00a0can usually absorb a lot of change but there usually comes\u00a0a point when it becomes increasingly apparent to the society\u00a0the the Paradigm has to change radically to\u00a0support further growth. The\u00a0more rigid the Policy and the more power to enforce if present the\u00a0greater the social pressure that builds before the paradigm fractures &#8211; and the greater the disruption that will\u00a0ensue as the social pressure is released.\u00a0 History is a long catalogue of\u00a0political paradigm shifts\u00a0of every size &#8211; from minor\u00a0tremors\u00a0to major\u00a0quakes &#8211; shifts that are driven by our insatiable\u00a0hunger for knowledge, understanding and meaning.<\/p>\n<p>Improvement Science operates at the Policy stage and\u00a0is therefore\u00a0forms the critical link between Politics and Police.\u00a0 The purpose of Improvement Science is to design,\u00a0test and implement Policies that deliver the collective\u00a0Win-Win-Win outcomes.\u00a0 Improvement Science\u00a0is an embodiment of\u00a0civilised behaviour and it embraces both the constraints\u00a0that are decided by the\u00a0People and the\u00a0constraints that are defined by the Physics.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>I love words &#8211; they are\u00a0a window into the workings of\u00a0our caveman wetware.\u00a0Spoken and written language is the remarkably recent\u00a0innovation that opened the door to the development of civilisations because it\u00a0allowed individual knowledge to accumulate,\u00a0to be shared, to become collective and to span generations (the picture is 4000 year old Minoan script) .
