{"id":3708,"date":"2014-08-09T17:50:00","date_gmt":"2014-08-09T17:50:00","guid":{"rendered":"http:\/\/www.saasoft.com\/blog\/?p=3708"},"modified":"2014-08-09T17:50:00","modified_gmt":"2014-08-09T17:50:00","slug":"purpose-process-pilot-policy-police","status":"publish","type":"post","link":"https:\/\/hcse.blog\/?p=3708","title":{"rendered":"Purpose-Process-Pilot-Policy-Police"},"content":{"rendered":"<p style=\"text-align: left\"><a href=\"http:\/\/www.improvementscience.co.uk\/blog\/wp-content\/uploads\/2014\/08\/inspector_searching_around_150_wht_14757.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-3709\" src=\"http:\/\/www.improvementscience.co.uk\/blog\/wp-content\/uploads\/2014\/08\/inspector_searching_around_150_wht_14757.gif\" alt=\"inspector_searching_around_150_wht_14757\" width=\"83\" height=\"150\" \/><\/a>When it comes to light that things are not going well a common reaction from the top is to send in more inspectors.<\/p>\n<p style=\"text-align: left\">This may give the impression that something decisive is being done but it almost never works &#8230; for two reasons.<\/p>\n<p style=\"text-align: left\">The first is because it is attempting to treat the symptom and not the cause.<\/p>\n<p style=\"text-align: left\">The second is because the inspectors are created in the same paradigm that that created the problem.<\/p>\n<p style=\"text-align: left\">That is not so say that inspectors are not required &#8230; they are &#8230; when the system is working &#8230; not when it is failing.<\/p>\n<p style=\"text-align: left\">The inspection police actually come last &#8211; and just before them comes the <strong>Policy<\/strong> that the <strong>Police<\/strong> enforce.<\/p>\n<p style=\"text-align: left\"><strong>Policy<\/strong> comes next to last. Not first.<\/p>\n<p style=\"text-align: left\">A rational <strong>Policy<\/strong> can only be written once there is proof of\u00a0 effectiveness &#8230; and that requires a <strong>Pilot<\/strong> study &#8230; in the real world.<\/p>\n<p style=\"text-align: left\">A small scale reality check of the rhetoric.<\/p>\n<p style=\"text-align: left\">Cooking up <strong>Policy<\/strong> and delivery plans based on untested rhetoric from the current paradigm is a recipe for disappointment.<\/p>\n<hr \/>\n<p style=\"text-align: left\">Working backwards we can see that the <strong>Pilot<\/strong> needs something to pilot &#8230; and that is a new <strong>Process<\/strong>; to replace the old process that is failing to deliver.<\/p>\n<p style=\"text-align: left\">And any <strong>Process<\/strong> needs to be designed to be fit-for-purpose.\u00a0 Cutting-and-pasting someone else&#8217;s design usually does not work. The design process is more important than the design it creates.<\/p>\n<p style=\"text-align: left\">So thus brings us to the first essential requirement &#8230; the <strong>Purpose<\/strong>.<\/p>\n<p style=\"text-align: left\">And that is where we very often find a big gap &#8230; an error of omission &#8230; no clarity or constancy of common <strong>Purpose<\/strong>.<\/p>\n<p style=\"text-align: left\">And that is where leaders must start. It is their job to clarify and communicate the common <strong>Purpose<\/strong>. And if the leaders are not cohesive and the board cannot agree the Purpose then the political cracks will spread through the whole organisation and destabilize it.<\/p>\n<p style=\"text-align: left\">And with a <strong>Purpose<\/strong> the system and process designers can get to work.<\/p>\n<p style=\"text-align: left\">But here we hit another gap. There is virtually no design capability in most organisations.<\/p>\n<p style=\"text-align: left\">There is usually lots of delivery capability &#8230; but efficiently delivering an ineffective design will amplify the chaos not dissolve it.<\/p>\n<p style=\"text-align: left\">So in parallel with clarifying the purpose, the leaders must\u00a0 endorse the creation of a cohort of process designers.<\/p>\n<p style=\"text-align: left\">And from the organisation a cohort of process inspectors &#8230; but of a different calibre &#8230; inspectors who are able to find the root causes and able to guide the improvement process because they have done this themselves many times before.<\/p>\n<p style=\"text-align: left\">And perhaps to draw a line between the future and the past we could give them a different name &#8211; Mentors.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>When it comes to light that things are not going well a common reaction from the top is to send in more inspectors.
